In a move which has shocked world politicians, the Muslim majority country proposed exonerating paedophiles en masse.

Hardline president Recep Tayyip Erdogan’s government insists that the new law is designed to pardon men who did not realise they were having sex with underage girls.

But critics have reacted with open fury to the legislation, saying it officially legitimises both deliberate child rape and forced child marriages.

It comes after a shocking rise in violence against women in Turkey, which has risen by 40 per cent in the past decade.

But his increasingly divisive leadership has sparked protests across Europe

The shocking bill, which sill surely provoke an astonished reaction from the EU, was approved on a preliminary basis yesterday after being put to parliament by the ruling Justice and Development Party (AKP).

Opposition MP Ozgur Ozel raged: “Sexual abuse is a crime and there is no consent in it. This is what the AKP fails to understand.

“Seeking the consent of a child is something that universal law does not provide for.”

MPs will have a second vote on the new legislation on Tuesday at which point, if the ballot goes the same way, it will be officially passed into Turkish law.

It is estimated that the change in the law would quash the convictions of some 3,000 men accused of assaulting an under-18.

The government says this will happen if their act was committed without “force or threat” and if the aggressor marries the victim with the consent of their family.

Justice Minister Bekir Bozdag said it could help couples who have engaged in consensual sex and want to marry.

He said: “When a child is then born from this non-official union, the doctor warns the prosecutor and the man is sent to prison, putting the child and mother into financial difficulties.”

Turkey is becoming an increasingly dangerous place for women under President Erdogan’s Islamist regime, with statistics showing the murder rate increased by a jaw-dropping 1,400% per cent between 2003 and 2010.

The migrant who raped a boy was handed a rehabilitation order by the Derby Youth Court

The teen, who cannot be named for legal reasons, told the boy to perform a sex act on him just months after arriving in the UK from Europe to be with his father.

He threatened the five-year-old not to tell anyone and then started crying in a bedroom immediately after committing the rape.

The victim told his mum about the day after the attack in Derby on October 30 last year and the 15-year-old was arrested.

At Derbyshire Youth Court on Friday the 15-year-old admitted rape and was given a three-year youth rehabilitation order.

Sentencing, Judge Jonathan Bennett said: This was a very unpleasant offence against a young boy and experts will want to work with you to ensure this will never be repeated again.

“There are a number of troubling issues I have read about you in your background and if I was sentencing an adult for an offence as serious as this they would receive a very substantial period in prison.

“However, this does not apply to you as a youth and there are different guidelines for someone your age.

“You came to the UK not long before this offence took place.

“It is clear that one of the reasons you came to this country was because your mother was struggling to bring you up and you were reunited with your father who you have not had much contact with in the past.”

Prosecutor Gordon Aspen said the teen and his victim were at the property when the offender ordered the victim to carry out a sex act on him.

Mr Aspen said: “The following day the victim told his mother what had happened when they were walking together in Normanton.

“He said immediately afterward the teenager said to him ‘if you tell anyone I will break you into pieces’.

“He then said he saw the defendant in a bedroom crying. She sent a text message to the teenager’s father telling him she was going to the police.”

Both the offender and the victim were interviewed about the allegation, which the teen admitted had taken place.

Experts will work with the teenager to make sure he doesn’t commit further offences

In his interview through an interpreter, the rapist told officers: “I have been bad,” and he admitted he carried out the rape on the young boy.

He was also handed a six-month curfew confining him to his home address in Normanton between 7pm and 6am each day for the first two months.

He was also handed a five-year sexual harm prevention order forbidding him to have unsupervised contact with anyone aged under 13 without their parent or guardian’s consent.

He was further handed a restraining order forbidding him from contacting his victim for five years.

His father was given a 12-month parenting order to assist him as he brings the boy up.
